Middletown Downtown Revitalization Planning Process Enters Phase 2 with Public Workshop on May 21, 2025

PUBLIC WORKSHOP MEETING NOTICE, MIDDLETOWN, IND. – Middletown Main Street’s organization officers and downtown revitalization planning consultants from HWC Engineering invite the local community members of Middletown to engage in another Public Workshop to be held on Wednesday, May 21, 2025 from 6-7p.m. at the Middletown Civic Center (529 Locust St., Middletown, Ind.).


At this Public Workshop, HWC Engineering planners will preview draft concepts, visions, and goals to gather public feedback for the Middletown Downtown Revitalization Plan project. This project is supported through a Community Development Block Grant (CDBG) that was awarded to Middletown in October by Indiana’s Office of Community and Rural Affairs (OCRA) on Sept. 26, 2024.


“It’s starting to feel very real now that we have maps, digital concept art, and some really good ideas pulled from all the initial public data telling us what our community is dreaming about for Middletown,” said Brianna Chapman, Middletown Main Street’s president. “We hope plenty of folks will get curious and come out on May 21st to see what ideas are on the drafting table.”


“The project team is about halfway through the planning process and the public meeting is an opportunity to review the draft vision and goals,” explained Hailey Roark, the project manager for HWC Engineering’s team. “The draft plan will also identify a series of physical improvements to the built environment. The public is invited to review and provide input on the draft concepts for the physical improvements identified for the downtown. The feedback collected will help shape the public review draft, which we anticipate publishing in mid-August for review and comments.”

Downtown Revitalization Planning Grants through CDBG aim to empower local downtowns to engage in a consultant-guided town study to build a strategic plan for revitalizing their downtown area, addressing demographic, economic, and social dynamics, as well as the physical infrastructure and conditions. Funding for OCRA’s CDBG programs originates from the U.S. Department of Housing and Urban Development’s Community Development Block Grant program and is administered for the State of Indiana by OCRA.
