View the Downtown Revitalization Plan

NOVEMBER 5, 2025 - MIDDLETOWN, IND. – Middletown Main Street’s organization officers are pleased to announce that the Middletown Downtown Revitalization Plan, formed through research and design initiatives by HWC Engineering after a nine-month town study and multiple public workshops and feedback sessions, has been presented to both the Indiana Office of Community and Rural Affairs (OCRA) for approval and the Middletown Town Council for adoption. Both entities approved the plan by the close of October 2025.

The Downtown Revitalization now serves as a living planning document to help local leadership to identify and follow the steps, priorities, and project initiatives needed to improve the local infrastructure, main street business economy, and community engagement in historic downtown Middletown over the next five to ten years. 

Funding for the Downtown Revitalization Plan was awarded to Middletown on September 26, 2024, through Federal Community Development Block Grant (CDBG) Funds from the Indiana Office of Community and Rural Affairs (OCRA). HWC Engineering has served over the past year as the consulting team for the downtown revitalization planning process in Middletown, offering three decades of experience in advising and designing community redevelopment plans throughout the state of Indiana.

Downtown Revitalization Planning Grants through CDBG aim to empower local downtowns to engage in a consultant-guided town study to build a strategic plan for revitalizing their downtown area, addressing demographic, economic, and social dynamics, as well as the physical infrastructure and conditions. Funding for OCRA’s CDBG programs originates from the U.S. Department of Housing and Urban Development’s Community Development Block Grant program and is administered for the State of Indiana by OCRA.
